Deputy Director General, Market Infrastructure & Payments, European Central Bank
Fiona van Echelpoel is Deputy Director General in the Directorate General Market Infrastructure and Payments (DG-MIP) of the ECB since January 2018. She has a broad background in central banking, having worked in a number of functions in the market infrastructure and market operations areas of the ECB since its establishment in 1998 and previously for its forerunner the European Monetary Institute (EMI); prior to that she worked at the Central Bank of Ireland. She represents the ECB in various European and international fora and chairs the ESCB CCP Working Group, co-chairs the TARGET2-Securities Cooperative Arrangement, the European Forum on the Security of Retail Payments (SecuRePay), the CPMI IOSCO Implementation Monitoring Sub-Group as well as being chair of the ECB’s Internal Crypto Assets Task Force. She holds a degree in Economics and Politics from University College Dublin.

Mark Barnett is President of Mastercard Europe and a member of the company’s management committee since 1 June 2020. He is responsible for the overall success of the only true multi-rail payments technology company, across a region that encompasses 53 countries and serves over 950 million people through partnerships with retailers, financial institutions and businesses. In this role, Mark leads a business focused on doing well, doing good and making people’s lives easier by delivering simple and secure ways to pay and by fostering a culture where he drives new technology and innovation to position Mastercard as the partner of choice. Mark joined Mastercard in 2003 and has held various roles. Prior to his current role, Mark was the President of the Mastercard UK, Ireland, Nordics and Baltics Division. Mark has over 20 years’ experience in the retail banking and payments industry. Most of his client work has been at board level; developing payments strategy, designing innovative new products, advising card schemes and processors, supporting government payment initiatives and implementing major transformation programs. Mark has an MBA from Imperial College Business School, University of London, and a Bachelor’s degree in Economics, also from London University.

Ms. da Silva has 30 years of experience from the financial sector in Sweden and abroad. Appointed as CEO of P27 Nordic Payments in 2021 with the task of building the world's first real-time, cross-border payment system for multiple currencies in the Nordic region, establishing a pan-Nordic infrastructure for domestic and cross-border transactions in the Nordic currencies and the Euro. Ms. da Silva is on the board of the Swedish Export Credit Corporation and current Swedish payment infrastructure provider Bankgirot. Formerly also Chairman of the board at P27 Nordic Payments and member of the board at R3.

Juliette Beaulaton is Public Affairs Advisor for Ecommerce Europe. She joined Ecommerce Europe in October 2017, and leads the work of the Payments Working Committee and the Sustainability Working Committee of the association. As a representative of the digital commerce sector, her work entails advocating for the best regulatory framework possible for retailers. In the field of payments, this includes the regulation of payment services, open finance, instant payment, costs of payments, authentication, and identification (European Digital Identity), consumer credits, and so on. Before joining Ecommerce Europe, Juliette studied political science and European politics in France before starting her career in European public affairs consultancies working on digital and sustainability policy.

Eric Ducoulombier is, since 1 January 2019, Head of the Retail and Payments Unit in DG FISMA. Before that he was in charge of the Unit dealing with Inter-Institutional affairs and Planning in DG FISMA. Eric Ducoulombier joined the European Commission in 1992, after having worked a few years in the private sector (consulting, law firm,…). He holds a Master’s Degree in law.

Dr Dirk Haubrich is Head of Consumer Protection, Financial Innovation and Payments at the European Banking Authority (EBA), London. The EBA regulates credit institutions, payment services providers, electronic money providers and other financial institutions across the 28 Member States of the EU. Dr Haubrich leads on the EBA’s work on payment services (which covers the security of internet payments, the revised Payment Services Directive and the Interchange Fee Regulation); consumer protection (including mortgages, personal loans, and payment accounts); as well as on the monitoring of financial innovation (such as virtual currencies and crowdfunding). Previously, Dr Haubrich held roles across the private, academic and public sectors: he was a Manager with consulting firm Accenture; Research Fellow at University College London and the University of Oxford; Policy Adviser with the UK Prime Minister’s Strategy Unit; Research & Strategy Manager at the UK Electoral Commission; and Project Manager at the UK Financial Services Authority.

Elie Beyrouthy is Vice President of European Government Affairs at American Express since June 2017 where he leads the company’s engagement with European Union Institutions and advises senior leaders on EU regulatory and public policy matters. Anna Martin is Financial Services Officer at BEUC, the European Consumer Organisation. She is in charge of retail banking, working among other files on the review of the Payment Service Directive 2, Instant Payments and the digital euro. Before joining BEUC, she worked for the German Foreign Office in the team coordinating the German EU Council Presidency.
